Registration in the National Database of Norway

If you place products on the Norwegian market, the importer may require the product to be registered in the national database. How does this process work, what does it cost, and who is obligated to carry out this registration? We will briefly explain this below.

Which products need to be notified?

The following products must be registered in the Norwegian Product Register:

  • Substances or mixtures classified under CLP legislation that are produced or imported in excess of 100 kg per year.
  • Biocides.
  • Chemicals containing microbiological products.
  • Explosive precursors.
  • If you buy a product in Norway and resell it under a different name or with a different label.

Because both Norwegian and European legislation apply, a product must be registered in both ECHA's PCN portal and the Norwegian Product Register.

Please note that every year before March 15, you must report how much of a particular product has been produced or imported into Norway.

Who must register the products?

The Norwegian producer or importer who meets the above conditions must register a product in the Norwegian Product Register. Because the composition of a mixture is required upon registration, a Norwegian customer will request this from a non-Norwegian producer in order to comply with Norwegian legislation.

Fortunately, as a non-Norwegian producer, it is possible to register the product so that the composition of the product remains secret. This is done by carrying out a so-called 'Product-in-Product (PiP)' registration. A declaration number is then assigned to this PiP registration that can be used by the Norwegian importer to register the product. This way the composition does not have to be shared with your Norwegian customers.

Additional costs for registering products.

There are no additional costs for non-Norwegian producers who want to report the composition so that it remains secret. For Norwegian producers or importers, there are costs associated with registering the products, which amount to NOK 820 for up to 100 products. All products above 100 cost NOK 135 with a maximum of NOK 110.000 regardless of the quantity of products.

If a product is only classified with a risk of ignition, explosion or oxidation, there are no costs associated with registration. You do not have to pay extra for biocide products as they have already been paid for during the biocide registration.
